Responsibilities across systems and organizations are often not clearly defined. Issues remain unresolved, decisions are delayed, and in the event of security incidents, it is often unclear who is responsible for responding.

Increasing administrative effort

School administrations and administrative offices are often required to take on IT tasks for which they have neither the time nor the training. Every manual process consumes resources that are needed for educational work.

Lack of overall architecture

Funding initiatives such as the DigitalPakt have enabled investments in hardware and software, but they have not created a unifying IT architecture. The result: numerous standalone solutions without a strategic target architecture—difficult to operate and hardly scalable.

Growing requirements for security and data protection

The GDPR, the BSI IT Baseline Protection framework, and state-specific data protection laws impose stringent requirements on educational IT. Existing structures often do not fully meet these requirements.

Lack of management of digitalization
